Text Channel Permission Settings Update

Separate the Manage Message and Add Reactions permission of text channels and their threads, just like the Send Message permission.

The reason is, we sometimes use Text Channels as read-only and create a thread under the message for members to have a conversation based on that message. This is used mostly in Announcement Channels where a thread is created under the announcement message for letting members Comment on the announcement.

Currently,  it is required to give Moderators the Manage Message permission directly in the main channel to moderate the thread. Giving the Manage Message permission in the main channel/Announcement channel is risky and Admins may not be comfortable with it.

Hence, let admins decide the permission and make it as per their needs.
