Add role permission that restricts the newly added ability to join voice channels without entrance sound

So I recently noticed that there's now a context menu entry to join a voice channel “without an entrance sound”. Previously I'd thought that the noise sometimes didn't play due to a bug. However after this new discovery it donned on me that only a select few users have been joining silently like that. 

Unfortunately the fact that I can't restrict people's ability to use this feature in my server is a major issue and I feel it was rather idiotic to add this without adding an associated role permission.

This feature being unrestricted is an issue in my server because we've already had users abuse it to troll, and even had a moment where a user was eavesdropping on a private conversation without anyone being aware of their presence in the voice channel.
