Allow "Pin posts" to be its own permission separate

I manage a community using the “forums” feature and the creator of posts in the forums are unable to pin messages because pins are under “manage messages” permission, which would also allow them to delete anyone's message in their thread. I feel like with the addition of forums, members being able to pin posts in a thread they're the OP is reasonable, and should be separated from manage message permissions. At the moment, they just have to ping or message mods to pin important posts for their discussion, which is a hassle to everyone.
