"Pause DMs" just as a setting for individual servers

Spambots have been crazy lately, and it seems like just having this “Pause DM” feature as a standard setting would single-handedly prevent any of them from being able to access other users at all, especially if they're new to a server.

Please have a setting where we can just have this on by default per server. As it says in the Pause DM feature, mods and apps would still be able to DM anybody who's a member.
