Phone Number Stealing

I am not sure if this is a bug, and if it is not I don’t think this is very secure, if you create a new account and verify the phone number, it takes it off of the account that has it previously, but when you try to put it back on that previous account, unless you have access to the account that took the phone number, you cannot put your phone number back on your account.
