I am hearing a lot of somewhat detailed solutions to allowing certain user groups or users to @mention specific groups.

Just an alternative or simpler solution would be to allow anyone with the "Administrator" or "Manage Messages" permission enabled, to let them @mention any group - No matter if it is enabled or not for that group.
