Always have the "Invite People" option for servers with a vanity URL

Why is it that some servers with vanity URL's do not have the "Invite People" option? Why do channel overrides get rid of this option? In my opinion, it's very confusing and makes no sense. A better way to do it would be to let all users in a server that has a vanity URL have the "Invite People" option, but have it always spit out the vanity URL - unless they have perms to Create Instant Invites, in which case it should function like normal, spitting out a random invite code. Maybe if that last bit is the case, have a toggle in the "Edit Invite Link" screen that says "Use Vanity URL", which just gives you the vanity URL regardless of whether you have Create Instant Invites.
