Video Cam Works for Me, Not Others

Trying to use webcam to talk to my s/o, camera works just fine for me but he can't see me, just a loading symbol. I called another friend, same thing happened. Another friend tried calling me earlier in the day, that time I couldn't see him. S/o says reddit is blowing up with super similar complaints. I tried restarting laptop, updating drivers, uninstalling and reinstalling integrated webcam drivers, shutting perm off and back on, pressed the stupid f6/f7 button, no fixes for it. I'm either a black screen or a loading symbol and it's really dumb. I tried switching over to browser and see if it'd work and browser Discord didn't even have an option for webcam. It worked on mobile for a bit, but then I couldn't see my s/o's webcam. Any fixes or similar complaints?
