Disallow certain roles from @mentioning anyone

My server just got raided by a new member who joined my server and then pinged a lot of people repeatedly. I was busy and my server doesn't have any moderators so the raider was able to ping a lot of people about 100 times. To clarify, @everyone was disabled on my server, but he mentioned people individually. I admit that there are steps I could have done to prevent this and I got raided because of my incompetence, but it's currently hard to completely prevent raids. I think an easy solution to raiders would be to make a permission in the "Roles" page to allow/disallow a role to mention anyone (just like there's a permission for roles to mention @everyone). Another useful feature would be to make someone with a certain role unmentionable. The owners of huge servers probably get pinged often by annoying new members who don't abide by the rules. Sure, the mods could ban people who ping the owner, but prevention is better than cure. There could also be exceptions to this rule, so it's like "no one can ping the server owner, except moderators".
