Hi i'm here to give an idea about server management. 
For now Moving people and disconnected people are a same button in the configuration of the role. I Suggest that they must be two different option like allow people to move other people but not disconect them. Thanks a lot !

    but you can do the same thing by moving a user
    options are nice but it's debatable if this a useful enough feature
