"Mange roles" permission description is erroneous or misleading.

My friend has been dealing with a problem in his server for some time, and after talking to support he was told this was the intended behavior, which seems incredibly silly.
The Manage Roles permission's description says "Members with this permission can create new roles and edit/delete roles lower than this one". That would imply that even if you have a higher role, you can only create/edit roles up to the role with that permission.
To make the point clearer, my friend had taken screenshots directly showcasing why this is a problem:
These are the roles created in a clean environment; @everyone has no permissions, "manage roles role" has the manage roles permission, "unobtainable role" has no permissions, and "identifying role" has no permissions other than that it is hoisted.

I was given "Manage roles role" and "Identifying role", with the intention that I wouldn't be able to give myself "unobtainable role".

But, as you can see, I was able to do just that.

I propose that either the description of "Manage roles" be altered to reference that it allows a user to edit roles up to their highest role, or its functionality be changed to match what its description currently states.
