Separate permissions for @everyone, @here, and All Roles

I would like to suggest/request that the role permission 'Mention @everyone, @here, and All Roles' be broken up into separate permissions. In most scenarios, basic members would have the ability to use @here, but not @everyone and/or All. This can help control the @everyone push notifications to offline members to only those which should be of higher importance.
