Allow users to turn off notification noises, but still keep notifications

See the title. For those with misophonia or who otherwise really don't want to hear Discord making ping noises at all, this would be an amazing feature, and would make Discord more accessible and easy to use.

The other options currently are to either to mute the entire computer (not ideal if you want to use other things with sound but not hear pings) or to not use notifications (not ideal if you want to use notifications, but really can't make yourself deal with the ping noise).
