Allow usage of animated emojis on the server they are from WITHOUT requiring the user to have Nitro
First off, I'm writing this from the perspective of a server admin / community moderator, and I'm not out to just get free stuff, I will offer a suggestion for how to keep this as a "premium" feature, but I need to elaborate a bit first.
Within Discord, every server is it's own little instance that can be customized by the owner and admins. There are some common features that all servers have access to by default, as well as some premium features that can be unlocked through boost levels. All of these features have something in common though - they are fully controlled by the server staff, not by factors outside of their influence. Within a server, every user can do precisely what the staff allows them to do. At least that used to be the case.
Animated emojis are a special subject. They are created and managed by the server staff, however, the server staff can currently NOT control which server members are allowed to use them. That is determined by the Nitro subscription of the individual members, and I see a big problem with this.
On the user side, there are common and premium features too, which can be unlocked through a Nitro or Nitro Classic subscription. Those features are platform wide, meaning they don't just influence a single server, but all of them equally. Some of those perks can be used on servers, but they never give Nitro users something new that non-Nitro users can't do at all. They just allow them to use more of those common features, like more bandwidth for streaming / higher quality, more characters per message or more file size in uploads. Other perks can be used across servers, meaning taking content like custom stickers or custom emojis from one server to another.
As far as I can tell, animated emojis are the only thing that currently break this paradigm. They actually give Nitro members access to new content within a server that non-Nitro members can't access. From my perspective, this creates a unfair separation of members within the same community based on their Nitro status, which is outside of the influence of the server's staff. Sure, you can simply remove all animated emojis all together from the server (which is what we did after finding out about this), but that's no fun, since on their own they are a really cool feature and a great tool to personalize interactions within a community.
Now here's the promised proposal to improve the current situation:
Make animated server emojis a boost level perk and (once unlocked) give everyone within the community access to these animated emojis, while Nitro users will still have the ability to take those emojis and use them on other servers in the same way that stickers currently work. That way they stay a premium feature, it's just shifted from the user to the server side, ensuring that the Nitro status doesn't influence how members can interact within a server, removing said separation.

All of the "this". Especially for very small servers. I would love this to be a Level 1 boost perk, so I could give my little community of 16 people access to a few animated emoji even if just on my server. This being gated off is both petty and greedy
