Server Editing Mode/Queue

An edit mode available to server mods/admins to add server changes to a queue, then have all of those changes quickly implemented in the order they were added.

Why? Currently, server managers need to make and submit changes manually, one at a time. A server change queue would allow someone to make a bunch of changes and then implement them (in order) all at the same time.

To avoid conflicting change queues, it'd probably be a good idea to let only one manager make changes at a time. To avoid abuse, there could be a 30 minute/1 hour timeout since the last change was made until the queue clears and opens for someone else. OR... multiple managers could be allowed to add actions to a queue.

Mods/admins could enter into this mode through server settings, an orange bar would appear at the top of their screen, there would be a bar on the right side with a list of changes to make, and then there could be a "run" button to implement them in succession.
