Max Nitro Boost Server Limit

I've encountered a few servers that have surpassed the 14-boost threshold and I'm suggesting now that boosts should not go beyond that limit. It presents a complete wasted opportunity for other servers to gain the benefits of the boosts, especially those that simply lack a Nitro boost.

Otherwise, a new Level should be provided for those extra boosts, so they do not go to waste.
