Why does the Steam and Discord interface interfere together?

So whenever i play a steam game, and try to use the discord overlay instead of alt + tab, the steam overlay opens even though i have 2 different keybinds to bring it up, I have the Break/Pause button to bring up the Steam over lay, I did have Shift+~ to bring up the discord overlay so then i changed it to the Insert button assuming that it would fix the issue but it didn't. I hope theres a new discord update patch that somehow fixes this or perhaps there is another way that doesn't make it interfering together.
