Boost progress bar should exclude boosts that are about to expire

Our server is using the new boost progress bar, and we are currently at 14/14 boosts required for level 3. However, some of our boosts are about to expire, and the boost bar does not reflect this.

Since we are in immediate danger of losing our perks (including our vanity URL), it would be much better for the bar to reflect the need for more boosts.
