[Flexibility/Functionality] Timeout Member

Even though the permission just came out. I would like to suggest a couple of qualities of life and functionality when it comes to this.

1. Being able to set what roles have the ability to use timeout in a channel/category.
2. For the roles that have globe timeout enabled on the role being able to set how long of a timeout they can issue.
