Hierarchy for the Content Moderation

As the title said, I believe the rules should be able to move around and create new rules above that take a higher priority.

For example, say the word 'juice' is blocked on the default filter. Then I could make a rule and place it above the default filter, and add 'juice' so it effectively unblocks the word.

Another example, say I allow 'juice' for a member role, and then make a new rule above and block 'juice' from everyone in a general channel.
