The badge is no longer available because people abused the system and made the verification queue extremely long just to get it, it's been confirmed multiple times that it will never be coming back.

there's no point, if you know something was already suggested, upvote the suggestion directly. Dupes were managed back in DF's era, but that's no longer the case
