Isn't the whole point of `@everyone` notifying the whole discord server? Also I could easily see this getting abused by people who advertise their servers via DM's.

You would have to know the decibel system in order for this to be successful, but they could add it as a toogle so you could turn it off to keep percentage

While this may seem like a good idea I could see it getting abused easily. So instead of making the message fully customisable the user should have some choices.
