Install Discord as Chrome web app

Discord on chromeOS won't have background notifications and won't sync its app icon. Installing it as an app needs to be done by creating web shortcut. Two last issues could be fixed by simply adding webapp manifest. It would for sure make using Discord easier for Chromebook users.

Android version is limited and Linux one would be slow, if it would even have notifications.
