[Feature Request] Custom Sound Notifications - User Join\Leave

Request a feature for enabling custom sounds to be assigned for notifications.  There are multiple posts about this, seem to get drowned out.  If this is a legal liability issue, a simple statement from Discord to that effect would at least let people know why this is not implemented.
