I see this as a way to disable ping from people who have a reputation of ping-spamming and ghost-pinging users to bother them. disable all @ messages for them so they are unable to tag anyone and bother them. I like the idea as I can see it being used to reduce cases of unnecessary and unwanted ping from users whose messages you still want to see/read.
