Idea - Add built in gif/image compression for emoji uploads

I'm a-okay with the 256kb upload limit on emoji's, however, I do not like going to sketchy compression websites to make emoji's uploadable. I feel it would be very nice to cut out the less-than-trusted middleman in the process of uploading emoji's. The gif emoji functionality - currently - is close to worthless without these websites, and I feel it would be great to just have it do its best - no matter what gif you try to upload - to make the file size 256kb.
