A non-friend can DM me, while I can't DM back.

I do not understand how this is happening, someone who is not my friend can DM me but I cant DM them back. I tried to DM myself with a second account of myself, it does not allow me to DM to non friends.

  Okay, you can DM people which are in the same servers as you
  So as long as you have a mutual server , you can DM
  Even if not befriended

  That you couldn't answer , probably means that the account who wrote with you got kicked from the server , and is no longer in any server you are
  -> no more mutual servers
