Persistent Windows Notifications

Notifications are not persistent on Windows 10. If I have focus assist on, Discord Flashes in the taskbar and plays the notification tone. But if I check the notification center the notification is not there.

If focus assist is not on, the notification pops up, however clicking on the notification does not direct discord to focus to the message received. Furthermore, if I let the notification disappear it does not show up in the notification center as it should so I can access it later.
