Notification settings: friends only

A pretty simple feature: you still get MD's from anyone with a common server, but they don't trigger any sound notification/bar This will help lots of people a lot. On my own case, I'm a Vtuber and also a moderator from a famous youtuber: that makes lots of randoms DM you, but some of these DM's can be important too and I need DM's open, but it can stress too much
