Lower Roles Shouldn't Override Higher Roles

For servers that have a verification system, this makes the Muted role completely useless and it becomes hard to control the members in the case that they begin to spam or post content where it doesn't belong. Auto-moderation becomes completely useless when it comes to that and we are forced to resort to using more extreme methods such as immediately kicking or banning a user! Why is this even possible? What's the use of it? Why should a lower-role override a higher role just because it says "yes" to something the higher role says "no" to?

Discord used to always allow higher roles to override lower ones, but that is no longer the case, why was that changed? Change it back!! Or at least add a button so that a specific role will always override the roles below it.

Not only that, but it limits the user's ability to completely customize their server as they see fit. For example, making a roleplay server where there are different groups in a hierarchy is extremely difficult; it's more difficult to implement server events where you pick a team you want to be on and want them to compete against each other (like if you want the teams to have their own chats only they can see), etc...
