Feature Request: Server-defined international language support

The Issue

A common issue in international servers is the language barrier, often causing server administrators to either:

1. Assume everyone speaks fluent English, or
2. Create multiple channels for the same purpose

This causes a lot of unnecessary hassle and clutters the channel list for the user.

My proposed solution

Provide the option to limit channel visibility by client language. This would allow users to read languages only relevant to them. This is a relatively simple solution, as it would cause no significant changes to the UI or API.

Additional comments

Server Discovery in multiple languages would also certainly be great, but that's more of a stretch.

A more pressing feature may be allowing multilingual users to select multiple languages as well as a primary UI language, so they don't have to awkwardly switch between languages to access channels.
