Pinned messages displayed all the time to be seen by users.

I think a fixed positioning option of pinned messages on the top portion of text channels would be cool and obviously useful as it can be a good feature for reminders/warnings/rules.

  So like sticky messages? Would be cool but in the meantime you can use bots for this +1
