Speed/speaking rate option for text-to-speech

I was just talking to a blind person and she mentioned that it's really annoying that you can't change the speed/speaking rate of the text-to-speech notifications; that it's speaks annoyingly slow. You could also just just have it synced it with the OS settings, which apparently it is not.
