Limit the amount of DMs a person can send

Scammers are on the rise on discord and it would be really nice to have to limit them in some way. For example, if you DM more than 20 different people, that you never wrote to before in a minute, you are probably a scammer or non-registered bot. This of course should not apply to properly registered bots.
