Allow a "Allow direct messages from verified server members" option
Today, discord has "Allow direct messages from server members" option.
However, this option has a flaw in that it just requires that a given user has joined the server. It does not also require the user have met the "verification level" requirements to also talk in the server.
This means that for public/community servers, even if they have the verification level set to "highest - must have a verified phone on their Discord account", the server and its members can be subject to DM spam from botnets.
Providing an additional option, or making it the default, so that DMs are only allowed from "verified server members" would help remove this additional avenue of attack.

Notably it looks like member screening, which we have setup, is supposed to handle this.
We are still getting tons of reports of spam, particularly from crypto scam bots.So either the bots are actually verifying phone numbers, which seems problematic. Or many of our users just have allow DMs from everyone enabled, which also seems problematic and not tenable for large servers to manage.

Yes please. When "Allow direct messages from server members" is enabled on a server that has Rules Screening, it should only apply to actual members, i.e. those who've passed Rules Screening.
If you haven't passed Rules Screening, you are not a member, you are just a visitor.
