The Seperation Between The Move Members and Disconnect authority.

Hello just a question, why there isn't a separation between the Move Members and Disconnect authority. Why when we give Move Members authority to administrators they still have disconnect authority.

I think these things should be separated, Please.

This feature would help to avoid new admins to Disconnect members.
