Is it possible to report a Discord Partner who is defending a pedophile in his server?

I'm not quite sure if this is the place to post this, but it's an urgent matter.

To get straight to the point, my friend is a minor who identifies as a female despite being a male IRL. In a server we're in, she (victim #1) met a guy who's 19 and they basically started pining for each other for some time. Unbeknownst to me and my other friend (friend 2), she started engaging in inappropriate texting with the dude.
I'd like to clarify that friend 2 and I were against the entire thing, the reasons being:
1. dude was friend 2's friend and he didn't know that victim #1 was a guy
2. minor + 19 yr old is a big no

But we couldn't really just step in because, out of respect for victim #1, we didn't wanna expose her secrets (although we encouraged her to come clean, hoping that that would stop the dude from pursuing her) - but when she DID come clean about her identity, he somehow still chose to pursue her.

Enough of that, here comes victim #2. I don't really know who they are, but while we were formulating a plan to report the dude, another person (who ended up ditching us after finding out victim #1 was a dude) we know from the server stepped in and provided us with a screenshot of their friend receiving an extremely inappropriate message from the dude DESPITE BEING 15.

This entire thing is reported to the server owner of the server involved, and he decides to defend the dude by saying "Sweden's age of consent is 15, so it's not a problem. Plus, it happened in DMs, so I don't have to step in. PLUS, the screenshot of the 15 year old victim is fake."

Do the the laws of different countries actually change anything? Is the pedophile not reportable AT ALL just because he's from Sweden? Are there truly no consequences for this?

To add, the main problem is we don't have the message link that was sent to the 15 yr old victim. We have access to my friend's inappropriate DMs to the dude, but they're on an alt, and I'm not sure if the entire "lying about her identity" thing affects anything even though the main issue is that she's a minor?

OH and the pedo is a mod in the server.

There's not much you can do about this through Discord. Your best bet would be to try and get ahold of Victim #1's parents and show them everything so they can file a police report.
