Disable "Allow my voice to be recorded in Clips" by default
Many Discord users are worried about the potential risks and consequences tied to the default activation of the “Allow my voice to be recorded in Clips” setting. In a lot of cases, the act of streaming of a game can be entirely separate from the conversation held in voice chats, which can bring irrelevant voice chatter into Clips.
“What makes this harmful?"
The absence of a warning pop-up or any attention to the default activation of this setting poses a significant threat to member safety. Although many Discord users may collectively refrain from sharing identifiable information, this is just one aspect of the broader privacy concern.
For some users and communities, the worry extends beyond the typical understanding of privacy. Some notable examples lie within LGBTQIA+ and mental health servers, where members may be using Discord as a safe community hangout.
For instance, someone revealing their gender identity within their own community isn't directly a cause for concern - however - it could pose serious consequences if unsupportive family, co-workers, or others find a recording that was later published to YouTube, etc. The same can be said with someone discussing their mental health on mental health support server.
These cases aren't explicitly private by default, but could bring harm if the recording falls into the wrong hands, and again, someone may be streaming outside the context of the current voice chat participants.
“People already record voice chat, with or without Clips”
From what I've observed so far, this is the leading argument against Discord making any change to the default setting. Yes it's true, there are many ways someone can record people speaking on a voice chat - however - by removing the requirement for a third-party tool, Discord is bringing this ability into the hands of anyone (who's currently in the Nitro early access), including those who may not already know what to use.
This effectively enables users to potentially do harm to others, even if they don't intend to. Some Clip sharers may also not think about the privacy concerns when it comes to others' voices in the recording.
Finally, Legality
There are many jurisdictions that require the people involved to consent to a voice recording. Considering local laws of the person streaming, in addition to the person(s) being recorded, the current default setting feels very controversial. It would feel appropriate for Discord to lend a hand to those who may be unaware of such a setting and laws, and avoid potential user versus user lawsuits.
Solutions
I personally suggest resetting everyone's setting to “off”, as well as creating a popup within the Discord interface (similar to the username update, changelogs, asking call/report feedback, etc) that summarize the the reasons it's a privacy based setting. It could then take users to the Clips settings upon confirmation in order to make their decision. I can also see this being a good use of an “I don't want to see this again” checkbox that could display in a similar popup message whenever someone joins a voice chat.
In addition, I feel it would be nice if servers can disable the Clips feature entirely and/or on a per-channel basis, as streaming games may not entirely fit within the scope of some servers, though it's still casually done here and there. This can also be helpful in the cases where someone may accidentally toggle it on.

This feels like its opt-in by default just to boost engagement, and is a really sketchy practise - +1 here, didn't even see an announcement about this feature!

Discord did make announcements about Clips, such as their Changelog which was also in-app too.
