Audit Log Rework

I belive Discord Audit Log is outdated and needs a revamp. It is very difficult to filter through on bigger servers, so here are my suggestions on what to add or change:
Filter by target - Allows a filter that only shows things done to a specific user (if not applicable, log is hidden)

Filter by executor or target permissions (seperate filter) - Filters so you can only show actions done by moderators to fix verification bot and onboarding from filling up audit log
