the ordering of keywords shouldn't be enforced by search

When I search for two keywords, the results differ depending on which keyword is input first.  If I search: keyword1 keyword2, then the results will exclude matches that inverse the order of my keywords (keyword2 keyword1).  Ordering shouldn't matter when keywords aren't a phrase.
