Chat should not auto scroll to the bottom when an emoji reaction is added to a post.

It should definitely not auto scroll when a reaction is added to a post when you've disabled seeing emoji reactions.

This is frustrating when people are spamming reactions to a new announcement in an announcement channel and you are trying to scroll up to read previous announcements.

    I've noticed the issue on the standalone desktop client.

     

    It appears to be what I would call "overlooked anti-usability" rather than a bug, per se.  A kind of closet case that was never considered, and the default behavior happens to be consistent but undesirable.
