Allow Users to Type Emoji Name to Ping Someone With an Emoji Name

For example, my friend's discord name is @🗿, making it very hard to ping him; so one should be able to type "@Moyai" and get the same thing as "@🗿" and the same for other emojis.

    this would make it much easier to tag people with an emote name
