Warn user before locking username for an hour

To a new user like me, it's terrible to learn the hard way that usernames can be changed only twice an hour. Please give a warning before the second username change: now I am stuck with the wrong name until tomorrow, because I am just about to go to bed!

  I think this would really help people from having their username changes disabled.
