[BUG] Cyrillic domain image is not displayed right after being pasted in chat

Hi, there's a small bug in chats.

Steps to reproduce:

1) Copy cyrillic domain image URL (example: http://алмазный-век.рф/images/almaznoe-burenie-noginsk-27.jpg)
2) Paste in chat
3) Wait

Result: URL is converted to punycode, but the image itself is not displayed. Works OK in case of normal and already converted (to punycode) image URLs.

Environment: Chrome/72.0.3626.82 (Win 8.1)
