Allow users to modify push notification amount/frequency

Allow users to modify the “3 push notifications every 10 minutes” feature

It would be very helpful for users to be able to change the number of push notifications they receive and the length of inactivity before they receive another. For instance, if someone only wants one or two push notifications for every 30 minutes or if they want ro receive push notifications for all messages with no exceptions.
