Lowering call bitrate clientside only.

People with soviet age internet connections internet keeps disconnecting while in a discord server call, because the discord eats too much bitrate up. And It would be nice to not have to kill the entire servers bandwidth because of one person. So a client side bitrate slider would be a genuinely helpful addition.
