Make an option for to disable GIF Picker for certain channel

People lately been warn for sending GIF in channel that the server owner, admin and mods don’t want them to send in some channels. Since GIF is a link that can be send in any text channels and some channels doesn’t allow to send GIFs is there anyway to disable GIF picker for certain channel? Both for Desktop and Mobile
