Additional chat visibility setting

It would be a very cool option for server moderators to be able to create text channels that are only visible when you are connected to a selected voice channel or a selected array of voice channels.

So that if for example there is 1 person in the channel who cannot talk/microphone not working, etc, they still can communicate with the channel members without alerting/notifying the other users on the server.

I have been creating #temp-for-vc_name text channels, but with that solution, there is still the issue of notifying other users (some people don't change their notification settings).

My idea of implementing it would be to have an additional option in the channel settings where you can choose the voice channel(s) "bound" to the text channel.
