Add new channel permission for Video > Watch stream

Hi all,

Picture the following scenario: We have a channel on our server that not all members can see (restricted "View Channel" permissions on everyone). However, we frequently move those who can not actually see the channel into it, to chat with them. We explicitly granted "Connect", "Speak", "Video" Permissions, which results in the weird case, that they can stream videos in that channel, but not watch streams (including even seeing their own stream).

I suggest creating a separate permission for viewing video in a channel or including it in the already existing "Video" permission.
