Add tags/annotations to channels for bots to read

Add certain "tags" or maybe "annotations" to channels that bots can read and do things depending on that. For example, a bot (like mee6) wants to decide if it should reward players with xp in that channel. Currently, the server owner has to configure that in the mee6 dashboard, but what if the owner could add a tag to a channel like. mee6:noxp and the bot would recognize that.
